
We are delighted that the Scottish Government has pledged to develop a formal agreement with the third sector.
This commitment, which is subject to the election result in May, reflects calls for third sector parity detailed in our Manifesto for Health Creation launched in October 2025. Our Manifesto was developed with significant input from our members and reflects calls already made by SCVO to strengthen Scotland’s third sector. In particular, we are asking for a formal, long-term partnership between the Scottish Government, the NHS, Local Authorities and the third sector which acknowledges the third sector as an equal partner.
We further welcome the announcement that the Third Sector Partnership would be co-designed with the sector in the next Scottish parliamentary term. This timescale reflects the urgent need to establish better protection for third sector organisations. We have long heard from our members that they often operate under unsustainable funding arrangements and struggle to get their voices heard when important decisions are being made.

We look forward to ensuring that the needs, views and experiences of our 270+ member organisations are reflected in the agreement should this commence in the next parliamentary term. We will continue to champion the need for formal partnerships between the Third Sector and other public sector bodies as we collaborate to create health.”
